It is basically a Script written in PHP that handles data and collects what is actually being typed in on the form. Many other sites offer free as well as commercial/paid subscription based or remotely hosted tag-boards. It became popular with BLOGs (weB LOG), and today many people enjoy this fast to install script, albeit some have limited features.
What you see here is a simple example of that Tag-board, this will record everything that is talked about but requires manual tweaking.
